many decades of experience in emergency physician practice management.
Our senior executives are highly credentialed individuals with extensive
experience in some of the nation’s leading physician practice companies.
The entire management team is committed to serving our clients to the

practice management support provider in the country. Brief biographical
sketches of our key management personnel are as follows:
Frank L. Adams, President

Frank Adams joined PSR in 1998 as its CEO and President. Prior to joining
PSR, from 1993 to 1998, he was the Chief Operating Officer, Chief Financial
Officer and a member of the Board of Directors of CARE, a worker’s
compensation technology and claims management company of 750 employees.
From 1984 to 1993, Frank was a Principal with Brorson, Kay & Adams,
P.C., a member of Moore Stephens, an international accounting and consulting
firm. He holds a bachelor’s degree in Business Management and Accounting
from the University of Texas. He is a nationally recognized authority
on the business management of emergency medical practices.
David W. Singley, Jr., Chief Development Officer

David Singley joined PSR as a consultant in 2001 and is now responsible
for New Business Development and Operations. David came to PSR from EmCare,
Inc. where he held the position of President and Chief Operating Officer
from 1998-2001. During the period 1996-1998, he was president of Avanti
Health Systems, Inc., a primary care physician practice management company.
Prior to this, David spent 12 years (1984-1996) with Coastal Healthcare
Group, Inc., a publicly traded physician practice management company,
where he rose to the post of Chief Operating Officer. David holds a M.H.A.
from the Medical College of Virginia (1985) and B.S.B.A. from the University
of North Carolina (1980).
Ronald A. Hellstern, MD, VP of Physician Executive Development

Ron Hellstern has been a board certified emergency physician and a Board
Examiner for the American Board of Emergency Medicine. Dr. Hellstern practiced
emergency medicine for 28 years and has been the Medical Director in more
than 25 emergency departments. Dr. Hellstern’s physician executive
experience includes serving as the Texas Regional Medical Director for
Physicians Placement Group, Inc., the predecessor to Spectrum Emergency
Services, Inc.; the co-founder and CEO of Primacare Medical Centers, Inc.,
a 16-unit urgent/convenience care network in Dallas-Fort Worth; and CEO
of Metroplex Emergency Physician Associates, P.A. (“MEPA”),
a 23-hospital emergency department contract physician services provider
which was sold to EmCare, Inc. in March of 1998. MEHG, the successor to
MEPA, has been actively engaged in medical practice development and management
since 1994. Ron is a Fellow of the American College of Emergency Physicians
and a recipient of the James D. Mills Award for Outstanding Contribution
to the Field of Emergency Medicine, the highest award bestowed by ACEP
upon a non-elected official. Dr. Hellstern received his bachelor’s
and medical degree with honors from the University of Missouri, Columbia,
Missouri, the latter in 1971. He completed post-graduate training years
in both internal medicine and general surgery. He is a member of the medical
honor society Alpha Omega Alpha and a past President of Texas ACEP.
Terry Murphy, Chief Operating Officer
Terry Murphy is responsible for providing overall guidance, development
and support for various operational functions within PSR. Prior to joining
PSR, she spent fifteen years with several large, national emergency physician
management companies in various operational positions. Her experience
in a myriad of operational rolls will ensure that PSR clients continue
to receive unparalleled service.
Jeffrey D. Gruber, Vice President Business Development
Jeff Gruber manages business development activities for Physician
Support Resources, Inc, the nation's premiere provider of emergency physician
business management support services. Jeff has 22 years of experience
in the emergency physician practice management industry. Prior to joining
PSR, Jeff held executive business development positions with a leading
emergency physician coding and billing organization and another at one
of the nation's largest emergency physician contract management groups.
He is well known in the emergency physician and hospital administrator
communities for seeking win-win solutions to complex emergency physician
practice management situations.
Susan O. Martin, RN, JD, Chief Legal Counsel

Susan Martin manages all of the legal and general health law issues for
the group. She has a unique background that complements the integrity
of the company. Prior to joining PSR, she managed litigation and risk
management for a large, national physician practice management company.
She has also been in private practice defending physicians in lawsuits,
as well as handling regulatory matters and insurance coverage issues.
Prior to law school, Susan worked many years as an emergency department
nurse manager in busy trauma centers across the North Texas area, including
Parkland Hospital. She is a nationally recognized speaker on EMTALA and
professional liability issues. Susan graduated from Texas Wesleyan School
of Law in 1995. She is a member of the Texas Bar Association and the National
Health Lawyers Association and is the 2003 President of the Texas Chapter
of The American Association of Nurse Attorneys (TAANA).
Justin Schaper, Chief Technology Officer
Justin Schaper manages technology integration for PSR client practices.
He joined PSR in 2000. With over 20 years experience in information technology,
Justin has spent more than half this time in healthcare and insurance
technology integration projects. During his tenure at PSR, he has proven
to be adept at bringing the power of computer technology to the management
issues of the emergency department. Justin previously held the positions
of Chief Technology Officer for WynTec, Inc. and Director of Clinical
Systems Development for Quadramed, Inc., developing hospital ADT software
and clinical data repository applications.
Catherine M. Winans, Director of Client Financial Services

Catherine Winans joins PSR as Director of Client Financial Services. She
was PSR’s Chief Financial Officer from February 1999 to the present.
From 1995 until her employment with PSR, she worked with Frank Adams at
CARE Systems Corporation as Controller, responsible for all corporate
financial activities. Prior to 1995, Ms. Winans was Accounting Manager
for EPIC Healthcare Group (HealthTrust, Inc.), supervising a 23-member
accounting department and managing internal and external reporting functions,
including SEC registration statements and periodic filings, for a billion-dollar
healthcare service provider. Other positions held include CPA, Manager
– Audit Department with Deloitte & Touche, Senior Computer Programmer
with Metropolitan Life Insurance Company, Accounting Analyst with The
Haddon Craftsmen, and Sales Audit Supervisor with J. C. Penney Company.
Catherine earned her Bachelor of Science degree in Accounting from the
University of Scranton and her master’s degree in Accounting from
the University of Texas.
Earl McKinstry, JD, Executive Director, Florida Emergency Physicians
Earl McKinstry is the on-site manager for PSR’s largest client,
Florida Emergency Physicians, in Orlando, Florida. In addition to managing
this large practice, he is intimately involved in the legal aspects of
PSR’s human resources department and its compliance efforts. Earl
is a recognized authority on EMTALA and HIPAA issues. He previously served
as general counsel for several life and health insurance companies, a
software development firm, and a insurance claims management company.
Earl is a 1980 graduate of the Vermont Law School and a member of the
Texas Bar Association.
